The aim of this paper is to explore the question of why the development of AI is viewed with fear by many people. The paper also aims to support the development of this technology. It is found that there is an increased interest in AI from governments, large companies and the academia, therefore the paper recommends a mechanism, which can facilitate safe development of AI and restrict its use.
